red-tailed hawk? Nebraska USA (1 Viewer)

Is this a red-tailed hawk? The tail feathers are throwing me off a bit...wondering if this would be considered an "eastern" one?

Another possibility is a light morph Harlan's Red-tailed Hawk, B.j.harlani, which also winter over in Nebraska.

Wheeler's RAPTORS of Western North America shows a photograph of a very similar bird at Plate #360 described as "Blackish head with white supercilium and spectacles." .........."Large black blobs on belly, partial bars on flanks." Much like this bird looks in Birdwatcher NE's post.

Wheeler's range maps show that Harlan's Hawks winter over in most of Nebraska except the far Northwestern part of the state.
