Goshawk in Central PA? (1 Viewer)

Is this a Goshawk? I thought it was a hawk at first but the tail is long and black and the bird had a white under side and black top and wings and seemed a bit smaller and rounder than the common red tailed hawk.

Any thoughts?

Images not clear enough. Red-tailed hawk should be your first guess, and I don't see anything to rule it out.
