This was in Beacon Hill Park in Victoria Canada and I don't knowe what it is it wasn't like a mallard female. It had somewhat of a pointy tail and a red and black beak. Could it be jus a weird looking Mallard. There's been also lately reports of an escaped White sheeked Pintail so please help.

I guess it is a female Pochard of some type.

This is going by the description of the colouring of the bill.
 
It is a variant female mallard ; look at the pattern of the body feathers and at the tertials...these are typical female mallard.

I had similar female birdfs in Germany too.This seems to be some mallard mutant that is not so common. The head pattern is quite uniform; the bill is greyish to olive and often with an orange tip in this variant... also in most cases in this variant the blue in the speculum is replaced by a velvet black. Also the outer tail feathers in this variant always? seem to be less whitish than in normal female mallards.
However, Voice and behaviour in the birds I observed was typical mallard and they associated only with mallard and paired with male mallards.
