mystery noise in reeds -- Bärenbrücker Teiche, near Cottbus, Germany (1 Viewer)

Does anyone have any ideas about the chattering noise in this recording from today, heard most clearly at around 15 seconds in? Whatever it was was in the reeds, and there seemed to be quite a few of them (the noise was heard from several places), but beyond that we have no clue. Location is a large pond/smallish lake. Thanks!

I ran it through ChirpOMatic and it suggests Red-necked Grebe. Is that a possibility?
