Immature rose-breasted or black-headed Grosbeak, VT (1 Viewer)

I was taking photos of a male baltimore oriole when I discovered this fellow in the picture. In our area rose-breasted would be much more common, but I am wondering about the dark or bi-colored bill.

The amount of breast streaking and location would point to the Rose-breasted. I don't know what to make of the bill. It seems more mottled than bi-colored. Maybe newly fledged RBG have dark bills like Cardinals and this one is changing to the adult color.
