Interesting comments indeed. I knew some companies were franchises but hadn't realised that Hertz were. That said there staff should all adhere to Hertz standards - maybe this is a way to hurt the Luton branch - as complaints could affect their franchise terms - I was also be amazed that the Hertz head office simply said that the staff weren't trained by them - how crass as this is their shop window!
The easiest way to record your hire car pick up is the video the car. In 30 secs you can do a tour of the vehicle and also wheels.
As for records; there are certain records that would have to be kept by law or at the behest of the credit card companies - these would be the renters and drivers and also payment records which would presumably include something to justify an 'extra' charge for damage.
I think all of the above examples are worth following up. Cancelling the credit card is a good starter. My friend was fined, by the police, for having an overweight van in Spain - which he disputed - he reclaimed the credit card payment which the police in Spain never pursued so don't be afraid!
