Hawk ID - Portland, Oregon (1 Viewer)

I saw this hawk a few weeks ago near Portland Oregon. I'm pretty sure it's probably a Red Tailed Hawk, I just wanted to make sure. Sorry the picture is dark, the camera was not set right and we weren't aware until the hawk flew away.

Red-shouldered would be pretty unusual that far north, and the West Coast Red-shoulders are pretty much solid orange-red on the breast.
 
I'm not a photoshop expert, but I lightened the pic some and got this. I'm inclined to agree with Howie on Red-shouldered.

Agree on adult Red-shouldered Hawk. Wheeler's RAPTORS of Western North America, although published in 2003 notes that the western race of RSH (B. I. elegans) "..... expanded rapidly north and east of typical range in California ..... especially in the last decade." In Oregon it is a "confirmed breeder" in various areas west of the Cascades." See page 237.
