Falcon, Hawk, Osprey..??? (3 Viewers)

I've had a lot of opinions on this bird, but have not found anything that i think matches the color pattern. Seen in Wyoming, along the highway. Appeared to be maybe...15 inches high? I know it should be obvious, but I am confused as to what it is.
Anyone?
