Saw a meadowlark in the long grass at our house which is 20 miles north of Cleveland TX. Could not identify by looks but heard a three or 4 note clear, liquid, whistled song. Can anybody positively identify this as an Eastern or Western Meadowlark?

If you go to ebird.org, click explore, and then use the species option, you can open a page for each of the three meadowlark species and have a link to recordings of them. Then you can compare with what you heard.
Check Chihuahuan M as well, it can be found in some parts of Texas, and I don't know if you are close to those areas or not.

Appears that Western is somewhat rare in your area, Chihuahuan is only present in western Texas. Attached screenshot of eBird bar charts for Liberty County.
