Bunting or Bluebird? Boise, Idaho (1 Viewer)

Spotted this bird at the Idaho Botanical Gardens yesterday, but it flew away too quickly before I could get another photo.

The Garden's checklist suggests that it's a lazuli bunting, but I wanted to get a second (or third) opinion.

That blue is distinctive for Lazuli Bunting. Western Bluebird is much darker blue and Mountain Bluebird is all over electric blue and does not have a white belly.

I think this is actually a Tree Swallow. I think the white on the wing may be a leaf on the bush as well.
