Has it ever stopped you doing anything?
 
Hxtsr.exe is part of Windows, it is used to sync emails between the server and your computer. However in that error message it is written Hx tsr ,with a space, that makes me think that it might be a bit of malware masquerading as a bit of Windows.
Try running Malwarebytes and see what it brings up. Malwarebytes Cybersecurity for Home and Business | Malwarebytes

Once that is done run System File Checker to see if the proper Windows file has become corrupt
