Bird of prey, South Devon (1 Viewer)

Apologies for terrible photos... but a bird of prey seen over Slapton Ley nature reserve this morning...any ideas? I thought it was a marsh harrier as they are known to be in this area- wings looked much thinner than a buzzard- but I know most bird of prey I see & get excited over turn out to be buzzards!!

Probably pointless to attach the 3rd pic but I think this was likely the same bird in the tree on the other side of the water- but may have been a different one- never saw it land. Terrible quality photo again- this is with a maxed out zoom lens- was just a dot to the naked eye.

The perched bird is a Common Buzzard, not sure about the flying bird but the second pic gives me a strong vibe of female Kestrel (wings maybe look too long and tail too short in the first tho?)
