I believe I may have seen one in July 2004 at Playa Tambor, Costa Rica.  But although there was a good match on song, there was no match for anything in Stiles and Skutch, and believe me, I have studied EVERY plate.  I had an unobstructed view for nearly 5 minutes in late morning in a fairly dense forest with fair light. Range was perhaps 50 meters with good 8x42 binocs.  It was definately a small raptor.
