Why the white breast? (1 Viewer)

Why does this Cormorant have such a white breast, is it because it is a Juvenile or a variant of our normal Cormorant? As you can see it was perched in a tree!
The picture was taken at Clowence, Cornwall today 25/01/2012.

Don't beat yourself up about forgetting the attachment, we've all done it.
I agree with Liam, it's an immature bird. I lightened your image to have a look at the gular pouch, with a view to identifying a possible subspecies (carbo vs sinensis) but with this shot it's inconclusive.
