What's That bird sound, Canada? (1 Viewer)

I live in South Eastern Manitoba and am having trouble identifying a bird that makes it's call at night spring through fall. It makes it's sound flying in circles making a woo woo woo woo type sound. I was checking bird sound sites out and found the sound in the background of the Hoary Redpoll song.
