Two Northern California raptors (1 Viewer)

I saw these birds last Wednesday on a drive from Sonoma, CA to Sebastopol, CA - one along the highway just west of Sonoma and the other along Occidental Road by the Laguna de Santa Rosa wetlands. They don't quite match up with anything in my bird guide, but then raptors have different morphs and age-related plumages, and every bird is different, so that doesn't mean they aren't in the book. In fact, they're probably pretty common, but I need help :S
Raptor 1 was a smallish hawk or largish falcon, raptor 2 much bigger.
Two images of raptor 1, three of raptor 2, not great images, but should be clear enough for an ID ...?
