This is utterly untrue. Since neonicotinoids are systemic – they will be absorbed into the entire plant structure whenever the plant is sprayed; so if you apply the poison to the leaves weeks before the flowers open, the bee-killing poison will still appear in the flower, the pollen and the nectar weeks later.
