Yes, the green colouration is on the secondaries. Many duckspecies have iriscident colours there, appearance/brightness and percieved colour is much dependent on light condition. Its often called speculum in Ducks
European Wigeons have a green one, regular appearing blackish under dull light conditions or secondaries are hidden under the flanks or the scapulars.
 
(Interesting for me that eurasian wigeon is actually so widespread in North America, and that this area seems to be a hotspot. I'd not appreciated this.)
Seems to be less than normal this year in my area, 2 hrs South of this location on Puget Sound. I've only seen a fraction of what I normally see scattered in the hundreds of American Wigeon.
