Heard in DC -- shriek + twitter, 3 sec. (1 Viewer)

Heard this outside my house twice in the last week. Never heard it before. It's an upward shriek that's loud followed by a fast twitter that's soft. Lasts about three seconds. Repeated every 15-20 seconds. The twitter part actually sounds like it begins before the shriek part ends. List some candidates and I'll check against all songs and calls at allaboutbirds.org.

Given the non-response to my query, I'm wondering if the bird was not a North American bird, but somebody's escaped imported pet.
