I assumed Marsh Harrier; well it was flying over reed beds in marshes on North Norfolk coast. But now not so certain; not a male Hen Harrier ?

Not sure how I can usefully respond to that, other than by saying that the bird does have a whitish crown clearly visible in the photo. Perhaps you're interpreting the photo wrongly in some way.
