I assumed Marsh Harrier; well it was flying over reed beds in marshes on North Norfolk coast. But now not so certain; not a male Hen Harrier ?

Looks like an adult female also, from the markings/colouration.

From the (apparently) very dark underwing-coverts, I suspect it may be an unsexable 1st-year.

I took the liberty of brighting the image in Lightroom, hope this helps.

Not sure how I can usefully respond to that, other than by saying that the bird does have a whitish crown clearly visible in the photo. Perhaps you're interpreting the photo wrongly in some way.
