Grey hovering bird of prey - Ria de Formosa park, Portugal (1 Viewer)

Hello, we came upon this hovering bird of prey, similar size to a kestrel earlier today. It had a distinctive band over its eye. We wondered if it was a shrike but appears too large. Any advice gratefully received.
