Is this a first year bird...or an unwell adult? The Park's wildlife biologist would like confirmation.

The left leg was broken and dislocated. The keel was sharp and quite obvious, and the crop felt empty. Neither wing was broken. There was some damage to the top of the left shoulder, it looked superficial (feathers only).

It was struck by a car on the afternoon of 1 June 2014 along either CA Hwy 190 prior to Stovepipe Wells or along Emigrant Road that transitions into Wildrose Road within Death Valley National Park, California. It was still alive and on the side of the road on the 2nd. No one knew I was in the office or I would have driven it to a wildlife rehab facility yesterday. I am still trying to track down more details from those involved in the rescue attempt.

it's obviousl not a juv. as it is moulting with new inner primaries, question is could it be a second cal year or older. I have no experience with New World vultures and do not even know if the heve sequential moult or complete moult in one year. Also the all yellow bill would make it an full adult. Will ckeck later if I find more details about second calendar year birds
 
Bird appears at least 2nd year.
Article here notes that California Turkey Vultures observed in that particular study had a slower growth rate to reach a measured mass. Brief statement that does not amplify beyond that statement.
