Falcon/Hawk ID Kestrel? Pinellas County Florida, Eagle Lake Park today.

Is anyone able to tell if this is a kestrel or another hawk/falcon? I only saw it briefly today, flying fairly low.

It appears to be an immature male American Kestrel?

American Kestrel indeed, but not a male. Young males would show many plumage characteristics of adults.

I'm not sure it can be aged definitively, but if I had to guess, it's an adult female (subterminal tail band appears a bit wider than others, but hard to tell for sure).
