It’s not a shy bird here in U.K.; it will land on a picnic table and steal food at one of our local reserves!
I think it all really depends on the individual and possibly also the time of year. I've had them wander round my feet where the resident ducks and swans (mostly) are regularly fed but I've also spent ages trying to see a very skulking bird apparently surveying potential nesting sites in amongst bushes and trees in Spring at a local nature park. I could hear it well enough but it took almost an hour to catch a glimpse of the bird as its stealthiness approached Water Rail-like levels.
