Buzzards? -North Central Texas (1 Viewer)

I am curious. I have been seeing juvenile Turkey Vultures in my area recently which is typical for this time of year. They aren't starting to show any of the changes to red in their heads yet as they move into sub-adult status. We don't have Black Vultures in my area although they migrate through nearby Hawk Mountain routinely and they are easy to distinguish from Turkey Vultures when flying.

My question here is why can't this be a group of 3 juvenile Turkey Vultures with one still having a fully black head?

Look and the Black Vulture. Head and neck show typical bare grey scaly pattern. Shape of head and bill also different. you can also see more compact, rounder body in Black Vulture. No doubt in this ID.
