I wouldn't see any reason to think that this is black-bellied plover, eg bill-size/-shape.

This looks like American Golden-Plover on darker cap, clean white supercilium, thinner bill than BB Plover (as Butty says), and overall plumage tone better for American than either Pacific Golden-Plover or Black-bellied.
