I'm fairly sure it's a meadow but am not very familiar with either species so just thought I'd check. The bill doesn't look very strong, but the fine flank streaking is confusing me.

That's a very Meadow head shape,bill shape and face pattern, and the flank streaking on Meadows can vary. I don't suppose that you heard it call.
 
It was silent unfortunately. It got spooked once and flew a short distance before landing again. I'll have a look at my other pictures tonight but I think this was about the best. I thought it was a meadow apart from the fine flank streaks so if they're within the normal variation of a meadow pipit I'm happy with that. Thanks for the help.
