This is the Masked Lapwing shown in the previous picture, I managed to zoom in on him so that I could actually properly identify him.

There are two subspecies, the nominate form lacks the black shoulder band that this one has, so this one is also known as Black-shouldered Lapwing. I guess they may be separated at some point.
