can some1 tell me what this bird is

I'm pretty sure it's a form of Zebra finch, very likely an escape from a cage or aviary.

sorry can't help with the ID as i am not sure but seem to me a kind of African finches could be an escape bird. lets see what the other friends say. and you can always post it to the ID sub forum

Yep, a male Zebra finch in already poor condition.

As an escapee it's chances in the wild are not so good.
A recapture is probably the best if not only option for him to survive.
If it is still around it needs little seeds and fresh water ASAP!
