This bird of prey was spotted in the tualatin national wildlife refuge and I can't seem to find an ID for it.

You should maybe put this pic in the ID section on the Forums. Add info as to where and when it was taken, and our clever guys n' gals will soon nail it for you. My guess would be a juvenile Sharp-shinned Hawk, or a juvenile Coopers Hawk. Sorry I cant give you a definite answer as I'm not familiar with your Hawks in the USA...Nice shot.
