Colour-ringed Coot. (1 Viewer)

I would be grateful for any help in tracing the origin of a Coot (Fulica atra) with a mauve-coloured plastic ring on the left leg inscribed F-09-1000008-AVF-A528 in yellow which has been reported almost daily at Salthouse, Norfolk, UK since 28 January 2016.

It is likely the ring was issued by the aviculture organisation, Aviornis International France and should therefore be tracable. I have tried to contact AIF via their website without success. Any help will be gratefully received and acknowledged.
