My grandson found this feather in a wood near his home in mid Wales. We've struggled to identify it. Can anyone help us please?

Not buzzard. Looks to be long-eared owl.

I'm not seeing LEO here; looks more Pheasant-like to me.

It's been a couple of years since I've had my hands on one, but it looks fine for LEO to me.
