Bill color aberration in Tropical Kingbird (1 Viewer)

Going through old photos I came across this Tropical Kingbird (maybe it's not ;)) from Panama. I couldn't find information on lack of melanin in bills. I found that leucism referred to plumage but that the eyes, bill, and other bare parts are of the normal color. Is there a term for lack of pigment for bills or legs? I was referring to it as a pale-billed Kingbird, but my husband came up with Ivory-billed Kingbird.
