Tibetan or Siberian Sand-Plover? Tajikistan (1 Viewer)

These two photos were taken yesterday in Dushanbe, Tajikistan. I believe this is a Tibetan Sand-Plover for the following reasons:

Although it is looking away rather than towards the camera, it doesn't appear to have any white on the forehead. And while in the second photo it appears the bird may have a thin black border between orange chest and white throat, the first photo seems to show a more diffuse border and lack of black. It's hard to judge the bird's svelteness, leg-length, or bill size from these photos. Siberian Sand-Plover would also be very far out of range, whereas we're in range for Tibetan.

Any insight or correction would be appreciated!

Male Tibetan Sand Plover, possibly ssp atifrons hence the solid black forehead, note also broad breast band and rather slight bill with short nail, rounded head etc.

Siberian exhibits an extensive white forehead, deeper orange breast band, greyish blotched lower flanks and stubbier bill.
