this is for white kite, CAU and of course anybody else who feels competent -i have difficulties with owl feathers (and single feathers in general).
size = 10 cm --> greater covert, or maybe a secondary?
brown colour is more buffish than it appears in the photo which produces a slight red cast to it.
there has been a barn owl breeding at exact this place 3 -4 years ago but of course the most common owl species would be tawny owl, second maybe long-eared. at least it looks like an owl feather to me (has soft inner web edge), i think kestrel (which has a family around) can be excluded?

edit: after looking a bit through this site: http://www.faunoekjmueller-magdeburg.de/FederSlg__Ubersicht/federslg__ubersicht.html i still find it strange that the outer web is almost complete buffish brown, no bands, while the inner web shows much too dense bands for an owl feather of some kind. one of the innermost secondaries of kestrel? : http://www.faunoekjmueller-magdebur...ken/TurmfkM.K3.HA-Dusseldf.FlPl-1998.BECK.jpg ....no, doesn't look right.
