Is it possible to tell which species it is based on the picture provided?

White eye ring should exclude Ortolan. Grey Necked comes to mind, but a bit out of range.

The tertial pattern excludes Grey-necked. I'd need to check the literature to separate autumn Ortolan and Cretzschmar's, though.

Combining the comments of Phil and Harry, would Cretzschmar's be the best option?

When was this taken? Not a great photo to try to ID, in a vain hope of trying I have worked on it and think that there is a bit of warm-buff colour in the malar/throat, which would indicate Cretzschmar's, but the mantle is quite grey.
