Help identifying bird call please - Ballarat, Australia (1 Viewer)

Hi,

We're trying to identify this bird - refer to uploaded recording. Ignore the squawking in the foreground, it is the pulsing sound in the background - an owl perhaps? We hear it at all times of day, but I haven't really noticed it at night. We are on the southern fringe of Ballarat, Victoria (Australia).

Any help would be greatly appreciated. Thanks.
