    It's a male Golden Pheasant neck feather. It could come from a bird collection or have been purchased for hobby use, so it may not indicate a bird living wild locally. https://www.birdforum.net/gallery/golden-head.363374/

    They are peafowl flight feathers: Indian peafowl.

    It might just be an Indian Peafowl wing feather. I have one (14 inches) for craft use that has some similarities and you can get the general idea from this pic from the Gallery: Indian peafowl. Maybe abrasion rather than a feather designed for silent flying?

    It looks like it could be a Saupe (Sarpa salpa). Sometimes called a Dreamfish as eating it can induce hallucinations.

    Whistling at night

    Do you have Sika deer in the vicinity? Their alarm call is very like a human whistling. I've disturbed them at dusk and into dark and their sudden shrill whistle up close is enough to make you jump out of your skin!
