It's not nearly finished. Leave it alone. Lots of cavity-nesters use grass in their nests, can't say much about what species it is from this.

Stand well away from the box (maybe 50 yards) and watch with your binoculars for a while and you will likely see the bird bringing in nesting material.

'No pictures of eggs or nests' is a rule of this forum.

People will photograph the nests or eggs to get them identified, disturbing the birds in the process, just like you did.
