Small grey headed gull - South Devon Coast (UK) (1 Viewer)

Hi
Please help with id of this small grey headed gull (next to the RT Diver). My first thought is a black headed gull in transition between winter and summer plumage but thought it might be worth a second look due to what looks to be a black bill. Apologies it was a fair way out.
