Royal Terns and a Forster's (?) Tern

Royal Terns and a Forster's (?) Tern (Thalasseus maximus)

Not sure entirely what the small one is, I'm fairly certain it's a Forster's but I'm not sure. It was the only one in a large group of 50+ Royal Terns. Any ideas?

Nice group picture. Maybe try Common Tern, Sterna hirundo, for the little one.
