Norway's whalers will be allowed to harpoon 711 minke whales next year. It is one of the largest hunts since the nation resumed commercial whaling in 1993 and goes against worldwide protests and a global ban. This year the hunters killed 634 minke whales falling 37 short of its quota. The Norwegian Fisheries Ministry said Friday that the net quota had now increased by three because of that.

Exactly who is 'allowing' this to happen????
