    Unlikely but not totally impossible around here. But if you look at the transition area between the ginger/brown of the head and grey/white of the lower neck it's a more gradual transition in the Merganser than the Goosander.

    I've often seen a Kestrel sitting on one those piles. Often it's down one side keeping out of the wind. I saw the same behaviour last year which makes me wonder if it's the same bird.
