    Black phoebe in Sacramento Valley?

    Definitely a black phoebe - especially with those "whiskers" around his bill. Also white markings on wings are consistent with the black phoebe. Did you see his belly? Should have been snow white.

    Beak does seem to be inconsistent with Caracara. Markings are indeed very consistent with a juvenile gray hawk, especially with that dark eye line, which is very prominent in the juvenile.
