Red-winged Blackbird (Agelaius phoeniceus megapotamus) male showing some leucism.
Habitat
South Texas Plains vegetation area, Lower Rio Grande Valley, adjacent to the Rio Grande, Tamaulipan thornscrub riparian with native wildflower and shrub planting to attract butterflies and birds at ca. 43 m (140 ft) elevation.
Location
National Butterfly Center, Mission, Hidalgo County, Texas, USA.

Seems to be not uncommon in blackbirds around the globe. Well spotted. Amazing close-up of this Red-winged Black-and Whitebird.

 
Is it possible the epaulets be all yellow? Saw one in Laramie, WY, surrounded by other red wing blackbirds.
