    #1 looks Ok for pochard to me, can't see anything wrong with the bill for that.

    One quick way from this pic is the amount of black on the bill tip, the nail. Scaup has very small amount much smaller than this (although it can be variable!). Also there is quite a lot of contrast between mantle and flank colour, G. Scaup there is usually much less contrast.

    Glad someone has confirmed Greater Kestrel as that was exactly what I thought, but couldn't reconcile it being in Japan! so I didn't comment.
